The reason is, I would guess 99% of the time at least, what you will hear is people breathing into microphones, coughing, fans/air conditioners/machines in the background making noise, family members/friends in the room talking, etc. While it makes sense that using outside communication might be unfair, it is absolutely a mistake for force all players' microphones to be always-on and transmitting sound.
